Brother Frank’s ministry to the poor has grown from feeding the poor on a corner in the inner city and preaching from a milk crate in alleys and vacant lots to an international ministry bringing help, hope and healing to those affected by poverty and disaster in inner cities, rural poverty pockets, migrant camps and Native American Reservations, across the United States and into 26 poor countries.
Frank is a respected leader, among humanitarian relief organizations and across denominational lines as a practitioner and consultant in ministry to the poor. He has multiple levels of experience in practical social work, international and domestic logistics and Christian missions. He attended college while serving in the Army through a Department of Defense Consortium of multiple universities and colleges in the the United States and as a special exception student at King Saud Uinversity, Riyadh Saudi Arabia. The bulk of his education was through St Leo and Lee Universities, various military schools and concluded as a graduate of the Church of God Collegiate Ministerial Internship program at Lee University.
As an ordained bishop with the Church of God, Frank preaches and teaches internationally and across denominational lines at various churches, conventions and evangelestic events. He lectures at universities and colleges about practical social work, international relief, logistics and practical theology and its application in helping the poor. He presents as a motivational speaker at trade and corporate conventions.
Frank has been published in numerous periodicals and coauthored with international leaders. His ministry has been reported on and cited in multiple publications. He has said of himself, “I am an ordained social worker and relief logistician that preaches a little.” He his wife Wendy and their son Ashton has lived and served in the inner city since he founded HOPE CHARITABLE SERVICES in 1992 where he serves as the senior pastor of HOPE's their inner city outreach chapel, THE SANCTUARY OF HOPE. Frank discribes their chapel as a church for the poor, by the poor, with the poor and of the poor.

Affectionately called Pastor “D”. Denise is a missionary from Bassett, Virginia, a licensed minister with Church of God and has served with HOPE CHARITABLE SERVICES since 2003. She is the director of our URBAN OUTREACH CENTER where she oversees, the day-to-day operations and provides all levels of direct service to those that we serve as well as supervising the staff. The staff and volunteers see her as the "air-traffic" controller that coordinates all the events, programs, projects and space at our principle facility.
Denise is a graduate of the Church of God Ministerial Internship Program MIP (Lee University 1992). She worships with the Sanctuary of Hope and serves as executive pastor and minister of music and arts. She began partnering with HOPE in 1998 while her husband, (the late Keith Davidson) was a member of the board. Her first experience with HOPE was HOPE FOR THE HILLS, Gospel Crusade with free medical clinic, food and clothing distribution for the poor and multiple occasions at our inner city campus. She says, “I feel that God directly led me and prepared me for this time and this place. I enjoy serving those that most would cast aside (homeless, addicted, mentally ill, etc.) and the outreach to the children of community”

Manager, After School Program and Community Relations & Development
Eloise is a committed Christian with 20 years of experience in multiple levels of business operations including sales, marketing and supervisory roles. Since 2011 she has served as the manager of our before and after school program where she overseas our academic based tutoring, remediation and mentoring program for at risk children. Through her ministry, she also assists their families with practical social needs, like, clothing groceries, hygiene items, counseling , etc. She also facilitates our EVERY DAY! ALL DAY! ALL SUMMER! Day Camp for at risk children within our community and is responsible for raising funds in support of our after school and summer programs.
Eloise is an active member of the Sanctuary of Hope Church in Portsmouth, VA where she sings on the praise and worship team and serves in various capacities.

Cher Leadbeater was born in Louisville, Kentucky and has two grown children Ronald and Deanna and 4 grandchildren, Aiden, Ravyn, Phoenix, and Renee. She moved to Virginia Beach, VA. in 1999 when she met and married her husband, Chief Petty Officer, Roy Leadbeater.
Cher began work for Organization Management Group in Chesapeake, VA in 1999 and stayed there until she retired in 2012. She started as a receptionist for the company and quickly moved to the accounting department, to managing one of the Real Estate Schools and finally the Administrative Assistant / Education Manager to the Executive Director for the National Association of Residential Property Managers, an organization that is managed by Organization Management Group.
Cher's passion, education and skills aquired through her professional life has prepared her to manage he HOPE CHARITABLE SERVICES Diaper Bank. She says, "The Diaper Bank has been the most fulfilling position I have ever had and I am looking forward to many years to come."
Cher is a faithful member of Holy Family Church in Virginia Beach, Virginia and an active member in the New Creations Communtiy where she worships and serves in various capacities.
